I think they had a point. They called them "compilatory thesis"
Basically they have 100 students (random number) and they know already only 1 or 2 among them is decent or serious.
A good student has no need to be helped by teachers, usually they go on in life by themselves, and teachers know this. A math teacher told us he can be of help for up to 10% of people, some students need a bit of push and help. The rest are helpless.
With this cynicism, you can expect most students to simply compile theses you give them. So the catania professors prepare endless theses, and they have ties with others (ex students) who are payed to write theses. This was happening before AI was a thing and the avg you can pay amounts to around 3000 bucks.
Most theses have been written by the same team of people. It reminded me of the chinese bureaucratic system, and very few chinese in the past were able to read or write. So the bureaucrats would write for them, which is why all ancient bureaucratic notes in tribunals have the same style, same tone.
Same for catania mass produced university titles, they are decent quality, all the same.
I had to revisit my assumptions. Is best you do it this way, the catania method is good. Is still better than copy pasting from google or AI. Also, the teachers said "if you give the student a pre-written thesis, at least you can force him to study it". Its a true idea, if you already worked in place of the student, you have moral claim to force him and tell him "at the very least study this package of info".
Its very cynical but it produces results. And its overall the best compromise.
If we want mass university. Wwe have to accept the following: corruption, taxpayers have to pardon the debt of students, we hve to accept students wont be able to work in their youth, we accept the students will have their head programmed by disco and club environments, we have to accept the most gifted students will be brought to suicide or disincentivized, we accept mass unemployment, costs diverted towards corpos and more bureaucratic involvement, corpos will try to scam the system, we have to accept a ton of drawbacks. Students will be low quality, their materials will be low quality, they will flood the world with low quality.
So I think catania method is the less shit option, which still grants high numbers of university titles produced.
