VH911 has been unbanned

@VH911 has been unbanned per the advice of and instance of fellow comrades.

Out of respect for fellow comrades the Acting Commander has unbanned VH911 but this returning comrade will be subject to a set of sanctions and another ban if he resorts to his old ways.

1.) VH is to not disrespect the acting commander nor other comrades

2) He is not be a racist asshole

3.) He will only be allowed back on the forum not element nor discord.

4.) He will not be considered for promotion.
