I can no longer understand what the precise nature of his problem is until and unless he provides us with screen shots and this still seems to me to be a bit of a larp on his part. I created alt account on element just now with fake email and it worked, got new element username in 5 minutes

he probably tries to redirect to his element-app. he should uninstall his element completely, and then do a new installation.
