He is using that word as a metaphor and in the common parlance of everyday vernacular, it is meant to convey the notion that, in this particular context, Sustacel was full of shit or otherwise "bullshitting".

Of course he was. I can't tell you how frequently it is that case that I have taken considerable time and invested not an inconsiderable amount of cognitive energy in formulating a thoughtful reply to him and have him either fail to respond to it at all or to merely do so in a very selective and altogether incomplete manner. Such are the hallmarks of intellectual laziness.
