Description: Awarded to any member of the IPF whom the Chief of Staff feels is worthy of special recognition

Justification: SGT Tovarishcel has, since his last promotion, made several concrete improvements to our website, including the implementation of the ribbon system itself, refinements to the video embedding systems, and the installation of other extensions that have improved the technical functioning of the website. His achievements bring honor upon himself and the wider International Brotherhood of Men.
