I think there is a difference.
Basically decolonization is when china moves troups to canada and buys land in america. Colonialism is when america uses USAID to project power in various areas of the world, that is bad. Instead china involvement is good and is decolonization. When america patrols the sea granting international trade is colonialism. When the same is done by china or russia is decolonization.
When england exerts power over india is colonialism. When russia does it its decolonization and multiculturalism.
In a nutshell is simply anti west doctrine, anyone with some IQ knows it. The rhetoric is a giant pile of cope.
Arabs from the gates of mordor being pushed into europe = decolonization.
Its evident and anyone denying it is a liar.
